Parking Permits


Parking in the Millburn Township Municipal Train and business lots are by permit only. Parking permits are issued through the Tax Office at Town Hall. Commuter permits can be completed online through the 2017 Commuter Parking Permit. Business permits are mailed back but 24 hour permits are issued at the counter. Payments may be made by check or cash.

All Pay Stations Are Now Pay-By-Plate 


The parking meters on Chatham Road, Millburn Ave and in Lots #1, 2, 4, 5 and 9 have been replaced with MPay2Park Pay Stations. The pay stations are pay-by-plate and accommodate hourly parking ($.25 per 30 min) as well all day parking ($10). Please make sure to park in properly designated spots for hourly or all day parking. Your receipt from the pay station does not need to be displayed.

Pay-by-Plate is available on smart phones by downloading the mPay2Park mobile app in the App and GooglePlay stores, and at all Pay Stations throughout Millburn.

With this new and improved parking system, spot numbers will no longer be necessary or needed; only license plate numbers need to be entered when paying for parking. Time limits still apply to all parking!

mPay2Park has a new and improved app, now available through your App Store!  
 
If you are an Apple User, the App should update automatically or with simple “Update Click” in the App Store.

If you are a Droid User, you will need to simply go to your Google Play Store and Uninstall the current mPay2Park App and install the new mPay2Park+ App.
 
Some of the improvements you will notice are: 
  • Your zone will automatically populate per your GPS Location.
  • Quicker response times.
  • Improved functionality.
  • mPay parking locations easier to locate.

If you wish to mail in the application, with no processing fees, the form can be printed by clicking the printer icon at the bottom left of the page. 

Additionally, if you are purchasing permits for multiple vehicles, fill in the box at the bottom of the first page which asks for the Make of Car, Year, License Plate No. and Car Color.

The SeamlessDocs program offers the submission of the application and required documents online, and payment with a credit card. Email addresses will be used to communicate reminders each year, and thus are a required field.  There is a processing fee associated with completing the web form.  Follow the instructions below:

  1. Follow the link to: 2017 Commuter Parking Application
  2. Read the Cover Letter, and accept the acknowledgement to proceed
  3. Read the “General Information” page, explaining the fee structure and required documentation
  4. After filling in the fields, from LAST NAME to EMAIL, select the fee structure for your household
  5. Check whether a 2017 Parking Permit has been issued to other vehicles in your household
  6. Sign the web form by clicking the gray “Signature Here” box (green box is for Tax Collector staff)
  7. Hit the “Submit and Pay” button at the bottom right of the form. This will prompt you to upload the following (must be attached as one document):
    • A copy of the vehicle registration and insurance card (issued to Township address)
    • A recent utility bill or official piece of mail
    • After attaching the required documentation, you will be prompted to pay with a credit card

Alternatively, you may also fill in the printable form available on the computer and mail in your application and required documents should you choose not to participate in the online process.

If you choose to print out your application, they must be addressed to Tax Collector at 375 Millburn Avenue. All permits will be mailed back once they have been authorized. Please complete this process promptly, and contact our office at (973)564-7084 with any questions you may have.

Business Permits


Business permits available to business owners and employees. Please present the following documents to the Tax Office:
  • Check made payable to “Millburn Township”
  • New employees - notarized letter on company letterhead verifying employment
  • Pay stub submitted within 30 days from date of application
  • Pay stub with personal information redacted
  • Vehicle registration and insurance card
  • Completed application signed by owner / manager and employee

Business Transferable Permit


Business transferable permits (or hang tag permits) may attach up to 5 vehicles. Permit application must be completed for each of the 5 vehicles with documentation or a supplemental form must be completed. There may be a new application and hang tag fee required if tag is lost or stolen. Please present the following documents to the Tax Office:
  • Check made payable to “Millburn Township”
  • Completed application signed by owner / manager and employee
  • New employees - notarized letter on company letterhead verifying employment
  • Pay stub submitted within 30 days from date of application
  • Pay stub with personal information redacted
  • Vehicle registration and insurance card

24 Hour Permits


Permits are issued to apartments dwellers if not provided a space by landlord. Please present the following documents to the Tax Office:
  • Check made payable to "Millburn Township"
  • Copy of lease agreement
  • Copy of vehicle registration and insurance card
  • Completed application

Free Resident Sticker

The Township of Millburn issues a free resident sticker to residents wishing to dispose of items at the Public Works yard or who wish to use the 12 hour spaces located in the Millburn Library lot (Lot 9). The 12 hour space is $10 per day and paid at the pay station located in the lot. To avoid standing in line at the pay station, consider downloading the MPAY application to your phone.

The resident sticker must be on your car to park at the 12 hour spaces. Additionally, there are 7 12-hour spaces along Chatham Road in Short Hills. A pay station is available for payment by plate number.
 
Permits are issued at the tax office. Please present the following items:
  • Complete application
  • Present vehicle registration and insurance card

Overnight Parking

 
As per the Township Ordinance there is no overnight parking on any street or in any lot from 2:00am to 6:00am. The only exception would be for the 24 hour permit holders. 24 hour permit holders may only park in Lots 2, 7, 14 and 19 in designated 24 hour permit holder spots. This permit is issued to Township residents in Millburn or Short Hills who rent apartments and are not provided a parking space. This permit is never issued to residents for the convenience of parking overnight on occasion.

Residents with commuter permits who cannot make it back to town on occasion are required to call the police desk (973)564-7001 and request special permission to leave the car in the lot.
  • Residents without a  permit who park in the train lots on a weekend and are “stranded” in the city are required to do the same.
  • Residents who are having work done such as paving a driveway are required to go to the Traffic Department at the Police Station and request permission to park on their street for that time frame.  
  • Residents who are having an overnight guest for up to three nights should call the desk (973) 564-7001 and request permission to park on their street for that time frame.  
  • Any residents who have long term visitors are required to go to the Traffic Department at the police station and log the visitor information.

Transfer of Permits


The original permit shall be returned to complete the transfer process. Failure to turn in the original sticker will result in a noncompliance charge. The parking permits are connected to your license plate number. If you sell or trade your vehicle or if you get a new license plate number, you must do the following:
  • Return the original permit
  • Complete and sign a transfer application
  • Provide a copy of your new registration/insurance card
  • Submit the transfer fee of $2 (cash or check)
The new permit will then be issued on the spot.

Vehicle Replacement Information


For further instructions on parking permits or to report a replacement vehicle on a particular vehicle please call 973-564-7768 and provide the following information:
  • Date of replacement
  • The license plate number of the replacement vehicle
  • Their valid permit number
  • Which lot the car is located
  • Name of permit holder
