NJ American Water: Parsonage Hill Road Main Replacement Phase 2
The Township has been informed that Phase 2 of the Parsonage Hill Road work will commence on or about September 24th. As relayed by NJ American Water, this project is in an effort to prepare the roadway for repaving by Essex County next spring.

ABOUT THE $4 MILLION MAIN REPLACEMENT PROJECT
To date, we’ve installed approximately 2,000 feet of main along Parsonage Hill Road (from White Oak Ridge Road to Denman Court). We also installed an 8-inch main parallel to the larger main (from Chapel Hill Road to just past Denman Court) and connected customers’ along this portion of the road onto the new 8-inch main.
Now, we’re ready to move on to Phase 2 of the project, which involves replacing 5,000 feet of aging 24-inch water main that was installed in the 1910s with new 30-inch ductile iron main along Parsonage Hill Road (from Denman Court to Old Short Hills Road). The project also includes replacing fire hydrants along the pipeline route.
PROJECT START/END AND WORK HOURS
Weather permitting, our contractor, Vollers Excavating, will begin work the week following Labor Day and be completed mid-December. Two-way traffic will be maintained and no detours will occur before Sept. 23. Beginning on Sept. 24, detours will be established by the Millburn Police Department, and will be based on consistency and safety. Work hours will be from 9 a.m. to 5 p.m., Monday through Friday. Work on weekends and after hours is not expected unless required to maintain project schedule. Also no work will be performed on September 10, 18 or 19. Final street restoration will be completed by Essex County in 2019.
NOTE: Once this project is complete, there will be no planned construction along major roads in Millburn for the next three years. However, we do plan to continue investing in needed main replacement and rehabilitation projects in the Township along secondary roads with only localized disruptions.
PROJECT OVERVIEW AND WHAT YOU CAN EXPECT
Install, disinfect, test and place new main into service.
While we interconnect the new main to distribution system, customers may experience a temporary service interruption. Customers may also experience a slight discoloration of water. If this happens, run the water until it is clear.
Perform final paving and any restoration of concrete, driveway, grass and landscaping.
Our crews will work as quickly as possible to shorten the length of these temporary inconveniences. We appreciate your patience and understanding during this project.
TRAFFIC FLOW AND ACCESSIBILITY
For the public’s and workers’ safety, traffic restrictions and/or alternating traffic patterns are likely to occur during work hours. New Jersey American Water’s inspector, along with the contractor’s personnel, will provide a minimum of 24 hour’s notice prior to any parking and/or driveway use restrictions. All emergency vehicles and local traffic will be allowed access during construction.
