Curbing at the Clock Plaza corner has been installed. Any further impact to the roadway will be intermittent as mud slab and/or lighting foundations are poured. Intermittent delays will last for about an hour.
Granite pavers will continue to be installed at the Common Lot corner.
On Thursday, May 4th, there is a potential for night work to trench an electrical conduit across Old Short Hills Road. Information will be posted as it becomes available.

Update: April 24th, 2017
Municipal Lot #1 will remain open while construction takes place at the Clock Plaza corner.
Update: April 21st, 2017
Beginning Monday April 24th, pedestrian access will be returned to the Common Lot corner. Some work remains to set granite pavers and to install a new traffic light. There will no longer be a traffic impact as a result of this corner work.
Work at the Clock Plaza corner is expected to result in a five (5) day traffic impact. This is the last corner that the Township must complete as part of Phase 1. The right-hand lane of Essex Street will be closed 200 ft. from the corner. A shift on Old Short Hills Road southbound will also be necessary during working hours. Cars will be able to turn right from the center lane of Essex Street. Individuals parking in Lot 1 should exit towards the pedestrian crossing by PNC Bank, as the Clock Plaza corner will be closed.
Expect traffic and delays while construction takes place. The construction schedule and impact is weather-dependent, and subject to change. Work will take place from 7:00 AM to 2:00 PM. Police Officers will be on site to direct pedestrian and vehicular traffic.

Update: April 18th, 2017
On Thursday April 20th and Friday April 21st, between 9 AM - 1 PM, there will be intermittent lane closures on Main Street to complete tree plantings. The plantings are expected to be completed by the end of the week.
Beginning Monday, April 24th, work will take place at the Clock Plaza. The traffic impact to Essex Street and Old Short Hills Road will begin on Monday. Expect delays from 7 AM - 2 PM.
Update: April 17th, 2017
Utility work is taking place today at the flexible parking spaces on Millburn Ave. It is related to previous work conducted by utility companies.
There is no traffic impact on Old Short Hills Road at the corner of Essex Street and Main Street (adjacent to Common Lot). One lane is closed on Essex Street, adjacent to Common Lot.
Update: April 14th, 2017
Over the last few days the majority of street trees were planted along Millburn Avenue and Main Street. Shrubs are slated to be planted on Friday, April 14th and into next week.
Progress on the corner of Essex Street and Main Street (adjacent to Common Lot) is proceeding as scheduled. After today’s work the impact on street traffic is expected to be minimal. Temporary closures can be expected while cement is poured. Flanagan’s is expected to begin the installation of granite pavers on Friday, April 14th and into early next week. This will create a walkway for pedestrians on the NW corner (Common Lot) before the demolition at the Clock Plaza corner begins.
Lane closures for work at the Clock Plaza are not expected until approximately next Wednesday, April 19th, weather permitting. Should timing shift, and as more information becomes available, the Township will update accordingly. As always we appreciate your patience during this time.
Construction of the two bump outs at the corner of Essex St. and Main St. will begin on or about April 10th 2017. Construction crews will be onsite from 7:00 AM to 2:00 PM (work will continue until 3:00 PM the first week.) Work will be begin on the corner at Common Lot.
At the corner with Common Lot, construction will include demolition, curb replacement, and the installation of lighting foundations. One lane of traffic will be blocked on Old Short Hills Rd. for approximately 4-5 days during construction hours. Pedestrians using the southbound sidewalk of Old Short Hills Road will be asked to use the pedestrian bridge to access the other side for crossing into the Downtown.
Pedestrian access to the corner of Common Lot will be restored (minimally) before any demolition of the clock plaza corner takes place to ensure there are 3 corners at the intersection open to pedestrians at any given time.
Once the construction crew is finished working in the street at the Common Lot corner and restoring pedestrian access, work will begin on the corner with Lot 1 & the Township Clock. Work will include demolition, curb replacement, and installation of lighting foundations. The right-hand lane on Essex St. will be closed for approximately 4-5 days during construction hours.
The Township will have a construction manager onsite while work is in progress. Two police officers will be onsite for traffic control and pedestrian safety.
Once the corners are fully complete, milling, paving and striping of the intersection will take place. This work will be performed at night as it will result in some detouring of traffic.
We do understand that this work will have an impact on traffic flow and cause inconvenience. We are attempting to limit that with slightly modified work hours and maintaining as many lanes open as possible to create a safe work environment for the contractor and motorists. We appreciate everyone’s patience as we work to complete Phase I for the spring and summer. More information will be posted as it becomes available.
